Their 'Skyrim Civil War' series of mods has some great ideas in it, but the implementation is always buggy in some way.
Lastly, an anti-recommendation: stay away from anything by LegoManIAm94. You will have to do a self-port from Oldrim, though, as the official SE port seems to be broken. I'm giving Civil War Recurring Sieges a go right now too, and from my test game it looks promising (though I did get stuck escorting a patrol that seemed to be going nowhere and doing nothing, and was instructed to do so 'until they die or get lost', with the inevitable result that my character killed them to end the quest.
It also has a whole wargame mode, but I'm gonna be honest - I don't know how to use that and generally just ignore it. Restores cut city battles, makes it possible to actually lose the war, causes the war to continue offscreen to some extent.
